The hats are often given as a gift from those characters who are the "Guest Stars" of our events. For instance, Mad King Thorn gave Halloween hats to guests who were within his circle during the Halloween event. Last year, Grenth and Dwayna vied for our favour, and whichever god took the most votes in a given district, a hat was received by all present.
In other words, hats or head gear or "chapeau" as The Frog calls them are not something that you buy, or trade for, or craft. They are gifts, freely given, during the finale of special events. You may find yourself the proud owner of such a gift during the Wintersday Finales, of which there will be 9. The first starts at 12:01 a.m. PST (8:01 GMT) on January 1st. The last and final finale (if that makes sense) begins at 12:01 a.m. PST (8:01 GMT) on January 2nd. Yes, you must be present. No you cannot trade with others to obtain the gift. Yes, the Festival Hat NPC can make a copy of a single hat to share with all the characters on that account.

Thanks for this info. I was wondering if all the hats were obtainable, or if it was gonna be a "one-shot" deal. And since there's 9 times total, there should be plenty of chances to grab all the hats.

I'm not doing this just to be contradictory, but I'd like to set the record straight. Since we're speaking of all "hats or head gear" from the special events, the dragon masks were most definetely an item we had to trade for, and were by no means "freely given" as a gift. It took a lot of effort to round up enough jade wind orbs to get those hats for all my characters. It would have been nice to have this hat NPC then! Oh well, such is life.
That being said, I love the hat NPCs, I think they're a brilliant solution to the situation. It lets us free up inventory slots and freely distribute the hats to our other characters, while at the same time requires a minimal amount of additional server space for Anet.
I just have one request. Could we get something similar for the Holiday weapons (candy cane weapons/shields etc)? I understand that these items are not customized, and this would create a danger that the items could be passed around and duplicated. I've thought of two possible solutions to this. One would be that the item must be customized before submitting it to the NPC. The other would be to have the item consumed when shown to the NPC, say he has to disassemble it to "analyze" the construction. Then, any new item created by the NPC would be customized. Something like this would greatly help out, especially now as there are 9 candy cane weapons, 2 shields, a focus, plus all the wintergreen gear.
P.S. Ok, one more request I guess, I just thought I'd echo the sentiments that it would be nice to be able to add a hat npc to our guild halls.

What're you talking about? Getting 250 orbs was easy as pie. Doing all 4 quests got you 240 orbs and those quests weren't even hard, then go out and kill until you'd gain another 10 orbs and you have yourself 250 orbs. But if you were too lazy to do the quests then you could just by a stack of 250 from anybody in the town.

I think that Gaile means "trade for" as in tradeable with other players.
You cannot trade a customized armor piece. This is true
Not to be confused with obtained via trading a quest item.

I seriously don't think this is what she meant. When you include her words about the items being "freely given," it's pretty clear she is referring to how with wintersday and halloween, you get the hats just for showing up. However, this was clearly not the case for the dragon festival/day of the tengu. Also consider that the question she responded to was how to get the hats, not if they could be traded from other players. Stop twisting the meaning to justify the words.
And as for the quests, sure they were easy for a level 20, but I only had a couple characters that far. Try doing the quests with a level 12 or 7! Buy the orbs? And encourage farming? We can't have that now, can we (insert sarcastic laugh here).

If we show the hat maker our hats can we then delete them from every character on that account and safely have him recraft them when I would like it on a certian character on that account..? Would save loads of space.
I know I could have one on one character and a different on another keeping each on in circulation but clearer bags is what Im after.
Also, give us residential places so we can store sets of armour and weapons in, but thats another thread altogether, lol..!

I felt the Hatmaker NPC idea really proved its worth today. I managed to get all four available hats during one visit pretty easily, and since I only had to do it on that one character, I was sorted ^^
I much prefer it to plain hat storage and having to do that for each character again just to get the hats to put IN storage.

Gaile, I don't know if this is a bug or intentional but I thought I'd mention it anyway..
The copies that the npc makes of the original dragon masks are a bit... well.. inferior. They don't have the layered polys on the back, just a flat texture of the dragon 'mane'...
Kinda nitpicky to bring up I know...
The hat npc is awesome though. Saves time and storage. Thanks !!!

So would I be correct in assuming that the Hat NPC will only be around for the event and then he's gone...at least until the next week event? Or will the NPC be around indefinetely. Sorry if this has already been discussed, but there is way too many post and threads to weed through to find this out. Thanks.
